According to some fellow developers, idea is to develop in a big resolution (depending of course of what you are doing), but let's say one above 1200 and 16:9 (widescreen) compatible.
So, if user uses a bigger resolution, things won't look that bad. And if it uses 4:3, you implement letterbox to keep aspect ratio.

But, again, depends on the game you are doing. Bigger means more time to render and all.
